If previous version of SCR didn't work for you give it another try!
Simply go to SCR settings and select "Software MPEG-4" video encoder. The new software encoder, although a bit slower then hardware one, is totally independent of device drivers and should work on virtually all ICS+ devices. If your recording isn't smooth try reducing resolution and video bitrate or mute audio.
